How we count.

We checked every registered voter in North Carolina against both the 2024 and 2026 congressional maps, by precinct first and by street address where the precinct could not settle it. A voter counts as changed only when one district comes back on each map and the state's own district record agrees; anyone we cannot settle is counted as unsettled, not guessed.

Registration file: NCSBE, August 17, 2026. Precinct map: December 12, 2025. Within a kilometre of a district line, the street-address check agrees with the precinct on 99.25% of 796 test voters. Turnout counts use ten years of each voter's own vote history and say nothing about who anyone supports; 544 of the 3,120 who vote in some midterms are new registrants counted at their cohort's rate, not their own record. A household address has ten or fewer registered voters and at least one active. 1 voters carry no precinct on file.
